Rent Supplement Program (Service-Manager Landlord Agreements)

A landlord signs an agreement with the local service manager (e.g. City of Ottawa) to provide rent-geared-to-income units. The tenant pays their income-based share of rent and the program pays the difference directly to the landlord, so the landlord still receives full market rent.

What you get

Monthly money toward your rent

Who it's for

Private landlords who own rental units in the service manager's jurisdiction, agree to a unit inspection, and enter a rent supplement agreement.

What to say when you call

Hi, I found your housing support program and I want to check if I can apply. Can you tell me the current rules, documents needed, and the next step?

Use the official page first, then call 211 if you are not sure where to start.

Can I get this?

You have a good chance if this sounds like you:

  • Tenants are referred from the RGI / centralized waiting list
  • Landlords must lease to referred applicants, keep units in good repair, and provide required notices

The fine print

More details about the money

Landlord receives full market rent: the tenant pays their portion and the Rent Supplement Program pays the difference directly to the landlord each month. Ottawa's page confirms secure, predictable monthly subsidy payments, up to two months' full rent paid while a supplement unit is vacant, and that financial assistance for undue damages may be available. Specific dollar amounts depend on the unit's market rent and the tenant's income; not published as a fixed figure.

Amounts and eligibility change. Confirm the current figure with the program administrator through the official link before you rely on it.

Good to know

Delivered locally by each Consolidated Municipal Service Manager / District Social Services Administration Board, so terms, vacancy coverage, and intake status vary by municipality. The Ottawa page (verified live) confirms full market rent, two-months'-rent vacancy coverage, damage assistance, the 613-580-2680 contact, and the unit-inspection step. Contact your own service manager for current intake and dollar specifics. The Hamilton citation was removed as it was not independently verified; the Ottawa page alone supports the stated mechanics.
