Low-income households who are behind on their electricity or natural gas bill and facing disconnection, and whose after-tax household income is under the LEAP thresholds: 1 person under $38,000; 2 under $54,000; 3 under $65,000; 4 or more under $71,000. Winter Warmth is noted for Tillsonburg residents.
